Good morning!
I shared the draft of the Universal Declaration of Human Responsibilities proposed by the Interaction Council composed by statesmen, scholars, religious people, et al, presented to the U.N. in 1996 for its discussion on it. We talked about the danger of the nuclear war at our Saturday evening meeting with the misinformation of nuclear attacks and how they were averted like Nixon’s order to attack with nukes on North Korea, averted by Kissinger intervening the order to wait until Nixon becoming sober from his drunkenness in 1969.
We are continuing “the century of nationalism and wars” with dictators and nukes with the doomsday clock at 89 seconds before the doom of the world. This is due to dictators, politicians, nukes, nationalism, etc., but ultimately to the irresponsibilities of people allowing them. Because of nationalism, people kill, steal, lie, etc. the “enemies,” which are never allowed inside their nations. The Universal Declaration of Human Rights proclaims all humans’ rights for life, liberty, property, education, etc., but lacks its enforcing power.
U.N. has not yet answered the request of the Interaction Council to discuss and declare the Universal Declaration of Human Responsibilities. If it had been declared, we might have avoided wars, loss of lives, resources, etc. The Universal Declaration of Human Rights actually deems everyone’s, groups’ and states’ necessities of responsibilities to observe rights and avoid their violations at its ending part. It is a high time to issue the Universal Declaration of the Human Responsibilities as an essential counterpart of that of Human Rights.
Gandhi, who preached seven social sins, said, “The Ganges of rights originate in the Himalayan responsibilities” regarding the Universal Declaration of Human Responsibilities. No one can claim rights without observing responsibilities, without which no society can sustain itself. So, we must first observe the essential social responsibility of no killing, stealing, lying, sexual misconduct, and intoxicants as in the Five Precepts or the Global Ethic, which reinterpret the last two as equal rights & partnership between men and women, and sustainability & car for the earth.*

私は、政治家、学者、宗教者などで構成されたインターアクション・カウンシルが1996年に国連に提出した「世界人間責任宣言」の草案を皆さんと共有しました。私たちは、核攻撃の誤報とそれがどのように回避されたか（たとえば、1969年に北朝鮮への核攻撃を命じたニクソンの酔った命令を、キッシンジャーが介入して大統領の酔いが覚めるまで待つよう指示したことなど）を、土曜夜の会合で話し合いました。
私たちは、独裁者と核兵器のある「国家主義と戦争の世紀」をなおも続けており、世界滅亡の残り時間を示す「終末時計」はあと89秒というところまで迫っています。これは、独裁者、政治家、核兵器、国家主義などのせいですが、最終的にはそれらを許してしまっている人々の無責任さによるのです。国家主義によって、人々は、自国内では決して許されないことを、「敵」に対しては、殺し、奪い、嘘をつくことなどを正当化しているのです。
「世界人権宣言」は、すべての人間に生命、自由、財産、教育などの権利があると宣言していますが、それを実効的に強制する力はありません。
国連は、インターアクション・カウンシルの「世界人間責任宣言」の審議と採択の要請にまだ応えていません。もしそれが宣言されていたなら、私たちは戦争、命の損失、資源の浪費などを避けられていたかもしれません。「世界人権宣言」の最後の部分では、実際にすべての人・団体・国家に対して、権利を守り侵害を避ける責任があると述べられています。今こそ、「人権宣言」と対になるべき「世界人間責任宣言」を発出すべき時です。
七つの社会的罪を説いたガンディーは、この「世界人間責任宣言」に関連して、「諸権利のガンジスは、ヒマラヤ的諸責任から流れ出るのだ」と語りました。責任を果たさずに権利を主張することはできません、責任がなければ社会は存続できないのですから。だからこそ、私たちはまず、殺さない・盗まない・嘘をつかない・性的不品行をしない・酩酊しないという、五戒やグローバル・エシックに示される基本的な社会的責任を守らなければなりません。なお、グローバル・エシックでは後半の2つを、男女の平等な権利とパートナーシップ、地球の持続可能性と配慮と読み替えています。*
